Michael S. Penrod, Public Defender

I was born and raised in Pinetop-Lakeside and am a fifth generation resident of Navajo County.  I attended Northern Arizona University in Flagstaff, for my undergraduate degree, and Washburn University School of Law in Topeka, Kansas for my law degree.  After graduating law school in 2009, I moved back to the Pinetop-Lakeside area and began practicing law.  After practicing law in the private sector for four years, I joined the Navajo County Public Defender's Office in September, 2013, as a Deputy Public Defender, and was promoted to the Public Defender position in January, 2015.  "I am extremely excited to serve the people of Navajo County as Public Defender.  I look forward to a long and prosperous career with the Pulbic Defender's Office, being able to help the people of my community is an opportutnity I look forward to."

Anna M. Atencio, Deputy Public Defender

I received my Bachelor of Science in Business Administration in 1994, Juris Doctorate in 1997, and have practiced law for 17 years.

Justin Gettler, Deputy Public Defender

I am originally from Iowa, but have been predominately living in Arizona since 2006.  I served our years as a C-130 loadmaster in the USAF, and am a veteran of Operations Iraqi and Enduring Freedom.  Upon discharge, I attended Northern Arizona University and graduated Summa Cum Laude with a bachelor degree in Administration of Justice.  I started law school at Phoenix School of Law, but transferred to the Catholic University of America, Columbus School of law located in Washington, DC.  I interned with Cavanagh Law in Phoenix and participated in the school's legal clinic where I represented underprivileged members of society with their legal needs.  I graduated Cum Laude and began working with the Navajo County Public Defender's Office in March, 2015.  I currently handle felonies and misdemeanors.

Richard Parks, Deputy Public Defender 

Richard Parks was admitted to the Arizona bar in 1985, having graduated from Capital University College of Law that same year.  He has practiced criminal defense in Arizona and New Mexico.  His primary assignment in Navajo County are major felony cases.  An aggressive, experienced advocate, he is known for his dedication to his clients.

Jessica Zachary, Deputy Public Defender

I was born in the Midwest and have spent most of my life in Iowa.  I obtained my undergraduate degree from Central College in Pella, Iowa and my law degree from Drake Law School in Des Moines, Iowa.  I moved to Phoenix, Arizona in 2013, where I practiced law in the private sector for two years.  I then moved to Flagstaff, Arizona and worked as a Licensed Public Fiduciary for two years.  began working for the Navajo County Public Defender's Office in July, 2017, where I handle felonies and misdemeanors for both adults and juveniles.  I am dual licensed to practice law in the State of Iowa and the State of Arizona.  I am also a licensed fiduciary in the State of Arizona.

Kai Henderson, Deputy Public Defender

I grew up mainly in Iowa and Nevada.  I also lived in various other places.  I am fluent in French.  I attended the University of Arizona where I earned a Bachelor's Degree in Sociology and Juris Doctorate.  In Law School. I interned at the Pinal County Public Defender's Office.  I ranked third on the comprehensive law examination of 344 Juris Doctors in my round.  I then engaged in private practice doing a variety of legal work including estate, personal injury, criminal, and real estate litigation for three years.  I began working with the Navajo County Public Defender's Office in August of 2017.  I currently work with felonies, misdemeanors, and dependencies.
